Andy worked as a consultant with the Commonwealth of Massachusetts for four years, evaluating the business and financial operations of 70 public school districts. Previously he spent seven years in both the public education and public sectors as Director of Finance for the Town of Griswold, CT; Director of Finance and Operations at the Nashoba Valley Regional School District; and School Business Manager for the Nantucket Public Schools.

Andy is a Massachusetts-licensed School Business Manager, a Certified Administrator of School Finance and Operations by the Association of School Business Officials International, and Certified Government Finance Manager by the Association of Government Accountants. Andy holds a Bachelor of Arts in Political Science from the College of the Holy Cross and a Master of Science in Accounting and a Master of Business Administration from Northeastern University.

In addition to running the company, Mr. Paquette directs business finance and operations for the Ware, MA and East Windsor, CT Public Schools.


Judy houle, ed.d., sfo, vice president of entrepreneurship

Judy has over four decades of experience in education as a teacher and administrator at all levels, PK-12. Judy worked in a non-profit educational service agency as a Director of Professional Development and as an Assistant/Associate Professor in the Doctoral Program in Educational Leadership at the University of Hartford.

She is a licensed principal and superintendent in Massachusetts; nationally certified as an Administrator of School Finance and Operations; and has completed Level II Curriculum Reviewer training with Curriculum Management Solutions, Inc. Judy’s areas of expertise are policy development, curriculum and instruction, strategic planning, online and blended learning, and financial operations. She holds a Bachelor of Music degree from Barrington College; a Master’s Degree in Educational Administration from Westfield State University; and a Doctorate in Education from UMass, Amherst.

chris desjardins, sfo, director of business services

Chris began joined TMS in 2012, serving clients as a Business Management Consultant. He has over twenty years of financial experience with Country Bank in Ware, MA, as First Vice President of Finance/Risk Management; and Senior Vice President/Chief Financial Officer at North Brookfield Savings Bank. Chris currently serves the Hadley Public Schools, Ludlow Public Schools, and Southern Berkshire Regional Schools, providing finance and operations management.

Chris graduated cum laude with a Bachelor of Science degree in Business Administration from Worcester State College, with a double concentration of Finance and Marketing, and a minor in Media. He is also a graduate of the Massachusetts Bankers School for Financial Studies and the Stonier National Graduate School of Banking, where he graduated with honors. Mr. Desjardins was awarded national certification as an Administrator of School Finance and Operations by the Association of School Business Officials, International in August, 2019.

Mark chapulis, senior financial consultant

Mark has over 23 years of experience in project and operations management, workflow design, budgeting and expense control, working for two of the largest insurers in Massachusetts. He earned a Bachelor of Science in Business Administration with concentrations in both Management and Finance from Bryant College.

Mark has worked with a variety of public schools with TMS, including single and regional districts. He brings a wealth of experience from those contexts to his work at TMS, especially when dealing with the complexities of regional school districts and the impact on business operations and budgeting.

Mr. Chapulis is currently serving the Clinton and Belchertown Public Schools, providing business management services.


abby desjardins - finance consultant

Abby Desjardins joined the TMS team in 2017. She graduated from the University of South Carolina in 2015 with a Bachelor of Science degree in business, additionally studying Spanish. After graduation, she moved to Charlotte, NC to begin her professional career in corporate risk management. Her experience ranges from financial management and human resources, to compliance programs and marketing. In her time at TMS, Abby has served several districts and in various functions, including the Mount Greylock Regional District and the Norwood Public Schools. She is currently overseeing finance and operations at the Clinton, MA Public Schools and the Greenfield Commonwealth Virtual School.


marc richard, MCPPO - finance consultant

Marc Richard comes to TMS with over 20 years of experience in personnel management, business operations management and project management in the financial services and food and beverage management industry, including a position as Director of Information Technology. Marc also taught high school history in the Holyoke Public Schools.

He currently manages the business operations of the Greenfield Commonwealth Virtual School and TEC Connections Academy, Massachusetts’ two virtual schools.

Marc has a Bachelor of Arts Degree in History with a concentration in Secondary Education and a Master of Business Administration from Assumption College. Marc holds project management certification from Worcester State College and has completed leadership training from Boston University. Mr. Richard recently earned Associate Massachusetts Certified Public Purchasing Officer (MCPPO) for Supplies and Services Contracting status. This distinction is given by the Inspector General’s Office to applicants who complete the necessary training and pass a rigorous exam.
